Restless Development is recruiting a Project Finance and Administration Coordinator to lead the financial, administrative and operational management of its programmes. The coordinator will oversee budgeting, forecasting, expenditure control, donor reporting, procurement, logistics, compliance and the responsible use of project resources.

This senior finance position is best suited to an NGO finance professional with at least five years of progressive experience, strong knowledge of donor-funded programme management and prior responsibility for supervising staff. The successful candidate should also hold, or be making substantial progress towards, a professional accounting qualification such as CPA or ACCA.

Purpose of the role

The coordinator will ensure that programme finances, administrative systems and project resources are managed efficiently and in accordance with organizational, statutory and donor requirements. The role will provide financial analysis for decision-making and supervise Project Finance and Logistics Officers.

Key responsibilities

Financial management and budget oversight

  • Lead programme financial planning, budgeting and expenditure control.
  • Prepare, monitor and periodically review project budgets and forecasts.
  • Determine project cash-flow requirements and monitor expenditure trends.
  • Identify budget variances and recommend appropriate corrective actions.
  • Review financial transactions, reconciliations, accountabilities and supporting documents.
  • Prepare accurate financial reports for management, partners and donors.
  • Support grant modifications, budget revisions and lifecycle financial planning.

Administration, operations and logistics

  • Oversee administrative and logistical support for programme implementation.
  • Coordinate arrangements for training, meetings, workshops, travel and field activities.
  • Ensure procurement, inventory and asset-management processes comply with policy.
  • Strengthen operational systems to improve efficiency and value for money.
  • Work with procurement and operations teams to obtain goods and services on time.

Leadership, compliance and risk management

  • Supervise and mentor Project Finance and Logistics Officers.
  • Provide technical guidance, performance management and capacity development.
  • Ensure compliance with financial policies, donor rules and statutory requirements.
  • Coordinate internal audits, external audits and donor financial reviews.
  • Ensure required financial documentation is complete and available for review.
  • Implement and monitor agreed audit recommendations.
  • Conduct periodic compliance checks and financial risk assessments.
  • Identify financial and operational risks and implement mitigation measures.

Strategic coordination

  • Support programme managers and consortium partners with financial and work planning.
  • Provide financial analysis to guide programme decisions and resource allocation.
  • Strengthen financial and administrative tools, procedures and systems.
  • Promote accountability, transparency and continuous improvement.
  • Uphold safeguarding standards, the code of conduct and organizational policies.

Essential qualifications and experience

  • Bachelor’s degree in Finance, Accounting, Commerce, Business Administration or a related field.
  • CPA, ACCA or an equivalent professional qualification, or significant progress towards completion.
  • At least five years of progressive finance and administration experience.
  • At least two years of supervisory experience in the NGO or development sector.
  • Experience managing finances for donor-funded programmes.
  • Strong budgeting, forecasting, financial-reporting and compliance experience.
  • Knowledge of financial controls, grants management, procurement and audit requirements.
  • Knowledge of Ugandan financial, tax and labour regulations applicable to NGOs.
  • Advanced Microsoft Excel skills.
  • Experience using accounting or enterprise resource planning systems.
  • Strong leadership, analytical and stakeholder-management skills.

Desirable experience

  • Experience managing finances for consortium or multi-partner programmes.
  • Experience with Mastercard Foundation or another large institutional donor.
  • Experience supporting organizational audits and donor compliance reviews.
  • Knowledge of project management and results-based budgeting.
  • Membership in a recognised professional accounting body.
