Restless Development is recruiting a Programme Coordinator to lead organizational development and youth-led advocacy within its youth-employment and market-systems portfolio. The coordinator will strengthen youth-led organisations and other civil-society partners so they can deliver effective employment programmes, improve their institutional sustainability and influence decisions affecting young people.

This position is suitable for an experienced development professional with strong skills in organizational capacity assessment, partner coaching, advocacy, programme coordination and stakeholder engagement. The successful candidate will also supervise the Programme Officer responsible for organizational development and advocacy.

Purpose of the role

The Programme Coordinator will strengthen the institutional capacity, sustainability and influence of youth-led organisations working to expand economic opportunities for young people. The role will also coordinate evidence-based advocacy that promotes employment, entrepreneurship and inclusion, particularly for young women, persons with disabilities and other marginalised groups.

Key responsibilities

Organizational development and capacity strengthening

  • Lead the programme’s organizational development and capacity-strengthening approach.
  • Develop and implement a strategy for strengthening youth-led organisations.
  • Conduct organizational assessments to identify institutional strengths and gaps.
  • Develop capacity-building support based on assessed partner needs.
  • Strengthen governance, leadership, programme management and operational systems.
  • Support improvements in safeguarding, monitoring, advocacy and organizational sustainability.
  • Coordinate training, mentoring, coaching, peer learning and technical assistance.
  • Help partners design and deliver effective youth-employment and entrepreneurship interventions.
  • Promote continuous learning and knowledge exchange among partner organisations.

Advocacy and enabling environment

  • Coordinate youth-led advocacy on employment, entrepreneurship and economic inclusion.
  • Help partners develop evidence-based advocacy approaches.
  • Support engagement with government, private-sector and civil-society stakeholders.
  • Identify opportunities for collective action among youth organisations and ecosystem actors.
  • Lead stakeholder dialogues, forums and learning events.
  • Help partners collect and use evidence and young people’s experiences to influence decisions.
  • Represent Restless Development at relevant national, district and community forums.

Monitoring, learning and reporting

  • Contribute to programme monitoring, evaluation and learning frameworks.
  • Monitor organizational development and advocacy activities.
  • Track institutional and programme results achieved by partner organisations.
  • Prepare technical reports, case studies, success stories and lessons learned.
  • Work with the MERL team on data collection, analysis and documentation.
  • Lead learning and adaptation sessions with programme teams and partners.
  • Share programme learning within Restless Development and the Uganda Youth Collective.

Team management and safeguarding

  • Supervise, coach and provide technical guidance to the Programme Officer.
  • Support effective performance management and professional development.
  • Promote a collaborative, values-led and high-performing team culture.
  • Apply safeguarding, diversity, equity and inclusion commitments.
  • Ensure compliance with organizational policies, donor requirements and legal frameworks.
  • Coordinate with finance, operations, communications and MERL teams.

Financial management

  • Help prepare annual programme budgets and implementation plans.
  • Manage programme resources according to approved financial policies.
  • Supervise the appropriate use of funds by programme staff and young leaders.
  • Support the preparation of financial and expenditure reports.
  • Ensure activity funds are requested and accounted for on time.
  • Promote transparency and value for money in all transactions.

Essential qualifications and experience

  • Bachelor’s degree in Development Studies, Social Sciences, Organizational Development, Public Administration, Community Development, Political Science or a related field.
  • At least three years of experience coordinating organizational development, governance, capacity-strengthening or advocacy programmes in Uganda.
  • Experience working with youth-led organisations, community-based organisations, civil-society organisations or grassroots institutions.
  • Experience designing and facilitating training, mentoring and coaching.
  • Strong understanding of advocacy, stakeholder engagement and partnership building.
  • Experience in programme planning, implementation, monitoring, reporting and budget tracking.
  • Understanding of safeguarding, gender equality, diversity, equity and inclusion.
  • Strong facilitation, communication, networking and relationship-management skills.
  • Proficiency in Microsoft Office and programme-reporting tools.
  • Excellent written and spoken English.

Desirable experience

  • Experience with donor-funded youth, livelihoods, entrepreneurship or systems-strengthening programmes.
  • Experience working in consortium or multi-stakeholder partnerships.
  • Knowledge of Uganda’s policy environment for youth development, employment and civil society.
  • A postgraduate qualification in a relevant field.
