Restless Development is recruiting a Gender Inclusion and Safeguarding Assistant Coordinator to help ensure that its youth-employment programmes are safe, inclusive and responsive to the needs of diverse young people. The officer will support gender equality, diversity and inclusion initiatives while strengthening safeguarding systems across programme teams, youth-led organisations and consortium partners.
This role is particularly suitable for a safeguarding or protection professional with experience in gender inclusion, child protection, community structures and partner capacity building. The successful candidate must be able to manage sensitive information professionally and support survivor-centred responses to safeguarding concerns.
About Restless Development
Restless Development supports youth-led change by helping young people influence decisions, mobilise action and address challenges affecting their communities. Its work in Uganda covers regions including Karamoja, West Nile, Eastern, Western and Central Uganda.
The organisation also coordinates the Uganda Youth Collective, a national platform bringing together youth-led organisations to amplify young people’s voices and influence policy.

Purpose of the role
The Assistant Coordinator will support the implementation of gender equality, diversity and inclusion and safeguarding systems across the programme. The role will work with programme staff, youth-led organisations and consortium partners to strengthen policies, reporting mechanisms, risk management and safe programme delivery.
Key responsibilities
Safeguarding implementation and compliance
- Support the implementation of safeguarding systems, policies and procedures across programmes and partners.
- Monitor compliance with organisational and donor safeguarding standards.
- Support safeguarding case intake, documentation, referrals, follow-up and closure.
- Conduct safeguarding risk assessments and monitor agreed mitigation measures.
- Help maintain effective referral pathways for safeguarding concerns.
- Promote appropriate survivor-centred responses.
- Analyse safeguarding incident trends and contribute to organisational learning.
Gender equality, diversity and inclusion
- Integrate gender equality, diversity and inclusion principles throughout programme delivery.
- Help ensure activities are safe, accessible and responsive to marginalised young people.
- Support the development and review of gender and inclusion tools and guidelines.
- Promote inclusive practices within youth-led organisations and consortium partners.
- Advise programme teams on practical measures for inclusive participation.
Capacity building and partner support
- Lead or support safeguarding and inclusion training for programme staff and partners.
- Provide technical guidance on safeguarding standards, policies and implementation.
- Help partners strengthen reporting mechanisms and referral pathways.
- Facilitate learning sessions and peer exchanges on safeguarding practices.
- Conduct safeguarding-capacity assessments for participating organisations.
- Support partners to prepare and implement safeguarding-improvement plans.
Policy review, monitoring and learning
- Support the review of safeguarding and gender-inclusion policies and frameworks.
- Monitor and document safeguarding and inclusion performance.
- Work with programme and MERL teams to generate relevant evidence and learning.
- Contribute to donor reports, programme reviews and learning products.
- Recommend improvements based on programme evidence and implementation experience.
Essential qualifications and experience
- Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, Law, Human Rights, Social Work, Community Development or a related field.
- At least 2–3 years of experience in safeguarding, child protection, gender equality, diversity and inclusion or protection programmes in Uganda.
- Experience supporting safeguarding reporting, risk-identification and response processes.
- Experience working with youth-led organisations, community-based organisations or grassroots structures.
- Experience delivering safeguarding or gender-inclusion training and sensitisation sessions.
- Knowledge of safeguarding policies, child-protection principles and ethical programme delivery.
- Strong understanding of gender equality, social inclusion and rights-based programming.
- Strong facilitation, stakeholder-engagement and communication skills.
- Ability to manage sensitive information confidentially.
- Strong written and spoken English.
Desirable experience
- Experience working on donor-funded youth or consortium programmes.
- Training or certification in safeguarding, child protection, gender-based violence prevention or gender mainstreaming.
- Experience supporting policy development or organisational safeguarding systems.
- Knowledge of Uganda’s safeguarding frameworks, referral systems and protection structures.
- Experience supporting large-scale youth programmes.
