Restless Development is recruiting a Monitoring, Evaluation and Learning Coordinator to lead the design and implementation of MEL systems for its youth-employment programmes. The coordinator will track programme results, strengthen data quality, lead evaluations and generate evidence to support learning, accountability and better programme decisions.
This position is suitable for an experienced MEL professional who can coordinate data systems across consortium partners, build dashboards, manage evaluations and translate quantitative and qualitative findings into practical recommendations. Applicants should understand results-based management and be comfortable working with digital data-collection and visualization tools.

Purpose of the role
The MEL Coordinator will ensure effective tracking of programme performance, measurement of results and generation of credible evidence. The role will harmonise MEL processes across partners and promote the use of data, youth feedback and learning to improve programme delivery and outcomes.
Key responsibilities
MEL system design and strengthening
- Design, implement and continuously improve the programme’s MEL system.
- Develop MEL frameworks, indicators, data tools and reporting templates.
- Maintain results-measurement systems aligned with programme and donor requirements.
- Harmonise MEL systems across consortium partners.
- Strengthen data flows, governance, documentation and quality standards.
- Support the adoption of appropriate digital MEL systems.
Programme monitoring and performance
- Oversee routine monitoring of programme outputs, outcomes and targets.
- Prepare dashboards, monitoring reports and management updates.
- Track performance against logframes, results frameworks and work plans.
- Identify implementation gaps, risks and deviations from agreed plans.
- Support programme teams to develop and monitor corrective actions.
- Conduct field monitoring visits and data-verification exercises.
Evaluation and evidence generation
- Coordinate baseline, midline, endline and thematic evaluations.
- Support the procurement and management of external evaluators.
- Facilitate operational research and special studies.
- Validate, document and disseminate evaluation findings.
- Promote the use of evidence in programme design, adaptation and scaling decisions.
Learning and knowledge management
- Lead reflection meetings, learning reviews and after-action reviews.
- Promote adaptive management based on reliable data and evidence.
- Develop learning briefs, case studies, policy notes and synthesis reports.
- Document programme lessons, innovations and promising practices.
- Ensure young people’s voices and community feedback inform programme learning.
- Support organisational strategy, annual planning and review processes.
Reporting and partner coordination
- Coordinate accurate and timely internal and donor reporting.
- Consolidate and validate MEL data submitted by consortium partners.
- Provide technical support and capacity strengthening to partners.
- Participate in consortium meetings and relevant technical working groups.
- Serve as a focal point for MEL communication with consortium partners.
Accountability and quality assurance
- Maintain effective programme data-quality assurance systems.
- Strengthen feedback mechanisms for young people and communities.
- Support audits, evaluations and donor monitoring visits.
- Ensure compliance with ethical data-management and donor requirements.
- Share relevant evidence and lessons through internal and external platforms.
Essential qualifications and experience
- Bachelor’s degree in Statistics, Economics, Development Studies, Social Sciences or a related field.
- Postgraduate diploma in Monitoring and Evaluation.
- At least 3–5 years of experience in monitoring, evaluation, research or learning within NGO or donor-funded programmes.
- Experience designing and implementing MEL frameworks, tools and systems.
- Quantitative and qualitative data-collection, analysis and reporting experience.
- Strong understanding of results-based management and performance measurement.
- Experience working with consortium or multi-partner programmes.
- Strong analytical, report-writing and facilitation skills.
- Experience using KoboToolbox, ODK, Excel or similar platforms.
- Ability to work effectively with diverse teams and stakeholders.
Desirable experience
- Experience with youth development, livelihoods or economic-empowerment programmes.
- Experience with Mastercard Foundation or another large institutional donor.
- Knowledge of participatory MEL approaches and youth-centred data systems.
- Experience using Power BI, Tableau or similar visualization software.
- Understanding of Uganda’s youth-employment and development context.
- Experience supporting operational research and complex programme evaluations.
