Job Details:

The Women and Youth Economic Empowerment in Fisheries through Inclusive Market Access (WYEEFIMA) Program is a Pan-African initiative led by TradeMark Africa and the Africa Continental Free Trade Area Secretariat, with support from the Mastercard Foundation. Co-implemented by Kilimo Trust, it aims to empower women and youth (18–35) through enhanced participation in cross-border fisheries trade.

Kilimo Trust promotes inclusive regional trade in fish, seaweed, and related products across the East African Community. WYEEFIMA targets 52,000 dignified jobs and stronger market linkages.

Key interventions include: post-harvest handling training, Enterprise development through Business Development Services (BDS), and Support for women, youth, fisheries associations, and MSMEs.

Kilimo Trust invites applications from qualified individuals based in Northern or West Nile Uganda to support program implementation under the WYEEFIMA Program.

2. Objective of the Assignment

The primary objective of the Expert Associate assignment is to support the effective implementation of WYEEFIMA Program activities at community level within the West Nile and Northern Region. The Expert Associate will serve as a key link between the program and local communities through participant mobilization, field coordination, trainings, stakeholder engagement, data collection, and reporting to enhance women and youth participation in fisheries trade and related enterprises.

3. Scope of Work

a) The Expert Associate will support the WYEEFIMA Program in the following areas:

b) Represent the WYEEFIMA Program within the implementation areas to support community engagement and job creation.

c) Supervise Trainers of Trainers (TOTs) during program implementation.

d) Mobilize and support enrollment of program participants into the designated digital data-collection platform (ODK).

e) Support TOTs in conducting last-mile trainings in fish post-harvest handling (PHH), food processing, and value addition.

f) Coordinate vendors providing trainings and capacity-building support to program participants.

g) Support tracking and reporting of fish and fish products traded both domestically and across borders.

h) Support MEAL activities, documentation of success stories, and submission of timely field reports.

i) Participate in the distribution and follow-up of co-financed start-up kits and enterprise development activities.

j) Work closely with association partners, local leaders, district fisheries officers, and other stakeholders during program activities.

k) Participate in meetings, trainings, workshops, stakeholder engagements, and coordination calls.

4. Qualifications and Experience

Applicants should possess:

a) Bachelor’s degree in Fisheries, Agriculture, Aquaculture, Agribusiness, Rural Development, Economics, Entrepreneurship, or a related field.

b) At least three (3) years of experience in fisheries value chain development, community development, or field-based program implementation.

c) Experience supervising field agents or community facilitators.

d) Strong familiarity with the local context; residency in the target area is a significant advantage.

e) Excellent interpersonal and communication skills for engaging diverse stakeholders.

f) Ability to work independently and manage multiple tasks efficiently.

g) Knowledge of local Luo languages spoken within the target districts of Amuru, Pakwach, Nebbi, Bulisa, Gulu, Arua is highly preferred.

h) Proficiency in Kiswahili will be an added advantage for effective community engagement and cross-border trade activities.

i) Qualified female candidates are strongly encouraged to apply.

5. Duty Station

The successful candidate will be based in either Gulu, Nebbi or Bulisa, subject to programmatic needs and operational priorities. The successful candidate must be from the region and possess good knowledge of the local context and communities.

6. Duration and Timeline

The assignment is expected to run for a period of one (1) year

7. Reporting and Supervision

The Expert Associate will report directly to the WYEEFIMA Program Assistant in Uganda.

8. Expected Deliverables

a) Prepare and submit accurate quarterly activity reports to Kilimo Trust.

b) Support effective implementation of field activities together with TOTs, VBAs, Consultants, and Resident Associates (RAs).

c) Organize and support trainings for program participants and community structures.

d) Provide technical support and follow-up to TOTs and VBAs during program implementation.

e) Support participant mobilization, enrollment, and data collection using approved digital systems.

f) Coordinate last-mile training activities and submit reports with attendance lists and action photographs.

g) Support monitoring, tracking, and reporting of fish and fish products traded across borders.

h) Promote proper participant record-keeping and submission of consolidated field reports.

i) Submit case studies, success stories, and other relevant program documentation within agreed timelines.

j) Support MEAL activities, including data collection, verification, and reporting.

9. Safeguarding

Expert Associates are expected to uphold Kilimo Trust and Mastercard Foundation safeguarding policies, including integrity, accountability, ethical data collection, and respect for beneficiaries’ privacy and protection.
