Job Details:

Location: Kampala – National Office

Purpose of the position:
To work with the Grants Finance manager & Regional Finance Officer in budget preparations, monitoring Grants/PNS budgets, MYPBAS commitments against approved budgets and expenditure, prepare financial reports and assist finance & operations staff in understanding basics of grants regulations and World Vision International Financial policies, The Job holder will also be responsible for the Budgeting & financial reporting of PNSs in their area of operation.

Key Outputs/Responsibilities.
• Conduct comprehensive budget vs actual (BVA) review with the budget holders and ensure preventive and corrective action is taken to address issues identified during the review of Grants and PNSs. (Monthly & Quarterly)
• Prepare monthly, quarterly, semi-annual and annual program financial reports to different donors, follow-ups and maintain donors’ relationships and ensure that costs are allocated to the right codes as per WVI financial management structure.
• Review and approve all project Financial documents, program expenditures to ensure proper documentation, coding, meeting donor & WV financial requirements, budget availability and initiate any necessary corrections or adjustments i.e. review Advance request, Supplier payments, expense claims and reconciliations
• Work with programme operations and grants management to improve budgeting and reporting at a project level including financial interpretations of detailed implementation plans, simplified budget variance monitoring and streamlined donor reporting.
• Liaise with Financial accounting team in the preparation and posting of reversals for wrong postings and re charging of salary costs and overhead recoveries, advise finance section for any further revision.
• Ensure that the right CAL percentage is charged to the grants & PNS and the excess CAL reallocated appropriately.
• Track payable and receivable accounts for vendors and program staff on a monthly basis and maintain them at low levels so as not to put program funds at risk.
• Take lead in project Closure processes and ensure that the Financial and non-financial requirements re all aligned

Budget Management
• Prepare and revise program budgets and cash flows in line with donor requirements, financial policies and procedures and advise management concerning appropriate actions to be taken in order to achieve set objectives in line with donor requirements.
• Support and take lead in new Proposal development for both grants and PNSs in your region of operation.
• Assist Budget holders during the preparation of budgets and look out for gaps in funding for positions for various activities.
• Monitor Grant / PNS support costs and ensure that each grant/ PNS is contributing a fair share of the support costs.

Documentation, and knowledge management
• Update grant & PNS files with proposals, grant agreements, budgets, financial reports, narrative reports, cost extensions, no cost extensions and other relevant correspondences.

Audit & Risk Management
• Prepare grants for audits, review and assist in the implementation of program and financial audit recommendations with a view of providing adequate implementation plan to ensure recommendations are implemented on timely basis.
• Coordinate and follow up on compliance review recommendation at field level.
• Maintain Grant Risk Register for the specific projects highlighting specific controls in place to mitigate the risks

Asset Management
• Track and Monitor the use of program assets and equipment as per World Vision Policies and provide assets and equipment report to the management on quarterly basis for corrective actions.
• Maintain an updated asses register and tracker for all project assets.

Other Duties Assigned
• Carry Out other duties assigned by the Supervisor as and when they fall due.


Qualifications: Education/Knowledge/Technical Skills and Experience.
• Degree in Business Administration/Commerce-with Accounting option (CPA / ACCA level 2 is an added advantage)
• Minimum of 2 years professional work experience in accounting, preferable with NGO
• Excellent spoken and written command of English.
• Good communication, writing, facilitation;
• Track record demonstrating high integrity, innovativeness, creativity, reliability and dependable
• Excellent computer application skills in Microsoft packages (Word, Excel and PowerPoint);
• Team player, Self-motivator, able to work with limited supervision;
• Must be a committed Christian, able to stand above denominational diversities.
• Computer literacy
• Willing to attend and participate/lead in daily devotions and weekly Chapel services.
• Perform other duties as required
